| As China has faced the resource and environment constraint, the government have made the strategic objectives of "building a resource-saving and environment-friendly society". At the same time, urban agriculture is in the rapid development of China's big cities. As a national "Two-Oriented Society " building test area, Wuhan is facing the problem of how to develop urban agriculture. Based on the practical needs, the study theoretically combined the analysis of "Two-Oriented Society " and urban agriculture. This makes up of the shortcomings with urban agriculture analysis related to the context of "Two-Oriented Society", provides theoretical foundation and systematic argument for government departments to make decision, and provides references for "Two-Oriented Society" construction and sustainable development of urban agriculture to other regions. So this study has important theoretical and practical significance. This study consists of six parts:The first chapter briefly describes the background, significance and research content, research methods of this study. The situation of "Two-Oriented Society" and urban agriculture studies are reviewed. The innovation and the lack of this study may exist, and needs further study.With the object to have a clear understanding of the analysis content for the later chapters, the second chapter dicusses the connotation, theoretic foudation, common ground and relationship of resource-saving and environment-friendly society ("Two-Oriented Society ") and urban agriculture. This chapter analyses sustainable development theory, integration of urban and rual areas theory, circular economy theory and eco-city theory which are followed by "Two-Oriented Society" construction and urban agriculture development. We find that they are both timely, systematical and scientific. "Two-Oriented Society" is the direction and guarantee of urban agriculture development, and developing urban agriculture is the important approach for "Two-Oriented Society". At the end, we suggest that the government should develop urban agriculture vigorously on the background of "Two-Oriented Society" construction, and promote them simultaneously.The end result of this study is how the fundamental development of urban agriculture, which involves the "Two-Oriented" development objectives, namely, what kind of urban agriculture is in line with "Two-Oriented Society" building objectives. Thus, the third chapter in the analysis of urban agriculture "Two-Oriented" development of content and objectives establish evaluation index system. Then the existing state of agricultural development in Wuhan City are analyzed. "Two-Oriented" development of urban agriculture development objectives include:to improve the level of agricultural science and technology, to optimize the agricultural production structure and improve the quality of agricultural production managers, to achieve integrated development of urban and rural areas, to improve economical efficiency, to conserve resource in the direction toward the development and towards ecological type of direction. However, from the Wuhan urban agriculture, there is a gap between "Two-Oriented" development goals and the situation. The contribution rate of progress in agricultural science and technology is still relatively low. The application level of agricultural high-tech is not enough. The share of efficient breeding mode is small. The recycling of agricultural and urban resources is not high. There is big gap between urban and rural incomes. Agricultural product processing industry is relatively backward. The development of tourism in agriculture is not enough. The amount of chemical fertilizers, pesticides and plastic sheeting is high. The promotion of the use of biological pesticides and clean energy is lack of stamina. Comprehensive utilization of agricultural waste is in low level. The arable land has reduced, and cultivated land area has declined. On the whole, Wuhan urban agriculture is in a low stage of better development, but still has great room for improvement.From the perspective of ecological safety, the forth chapter focus of the "Two-Oriented" development and sustainable development of the Wuhan urban agriculture. Essentially from the interaction between the "Two-Oriented Society" construction and development of urban agriculture, we discuss what are the problems to achieve the'Two-Oriented" development of urban agriculture, and what "Two-Oriented Society" building can do for urban agriculture. This chapter constructs the ecological security index system of Wuhan urban agriculture according to the PSR model. The ecological security collective state, security degree and obstacle factors are analyzed. The result shows:ecological security of Wuhan urban agriculture changes from insecurity of amelioration to security, pressure and state of resource and environment are the main obstacles to ecological security, while response ability improves so much that its obstcle degree descends. Wuhan city should take the chance of Two-Oriented Society" construction, and carry out environmental protection policies to dipel resource and environment pressure, to improve response ability, and to turn the state's depravation current.Based on Analysis of the Wuhan urban agriculture "Two-Oriented" development status in III and IV chapters, Chapter V respectively from the perspective of institutional economics, resources and environmental economics, the sociology and ecological economics analyses the factors and obstacles of the urban agriculture "Two-Oriented" development. From the perspective of institutional economics, uncertainty of resources and environment's property rights, unsound of market trading system and price formation mechanism, the transparency of environmental information disclosure system, the lack of scientific and rational planning, environmental consciousness, shallow understanding of urban agriculture and unsound of the implementical mechanism, are the institutional obstacles for urban agriculture "Two-Oriented" development. From the perspective of resources and environmental economics, the pricing of resources has not fully reflected the value of non-market resources, and a perfect ecological compensation mechanism has not created for urban agriculture on the positive external effects. This affects the urban agriculture in a "Two-Oriented" development of the direction. From a sociological perspective, if expected interests of different urban agricultural participants are in contradictions, the greatest social force can not form, that will lead to the development of urban agriculture lack of motivation. From an ecological perspective, Wuhan City has not established a mechanism for such a compromise coupling economic system, and the per capita ecological deficit increase year by year, leading to the development of urban agriculture ecological pressures.Chapter VI focuses on the search for urban agriculture "Two-Oriented" development of countermeasures. The developed countries with more mature model of urban agriculture, the more successful aspects of the experience accumulated by some developing countries in dealing with urban agriculture development and urban environmental issues, and some economically developed cities in China's urban agriculture types were summarized. A few representative countries and cities are introduced to the development of Wuhan urban agriculture "Two-Oriented" development policy for a useful reference. Wuhan urban agriculture "Two-Oriented" development can draw on the people of the garden, agriculture of facilities, ecological agriculture, leisure agriculture and other models, and use the urban planning and management, urban waste utilization, comprehensive regulation, strengthening legal protection and other management measures.Based on the current situation and the factors the final chapter is put forward suggestions, including Wuhan urban agriculture "Two-Oriented" development of the development path and development model, development of innovative systems and mechanisms, to provide reference for government departments. In the development path, we should choose technology and labor, capital in close connection with agriculture development. In development mode, we should vigorously develop urban agriculture resource recycling family patterns, urban agriculture resource recycling business models and resources recycling of urban agriculture park mode. Wuhan urban agriculture "Two-Oriented" development of the whole development mechanism is a compromise coupling mechanism, which includes resource conservation system and mechanism innovation, environmental protection system and mechanism innovation, institutional innovation of agricultural technology support, and the system and mechanism innovation of industries guiding such as four aspects. Resource conservation institutional innovation is to build a resource-saving government management and service mechanism, market prices and operating mechanism, the circular economy development mechanism and social development mechanism of coordination and security. Environmental protection institutional innovation is to build local laws and regulations, to establish regional eco-environment compensation mechanism, a sound incentive and restraint mechanisms for environmental protection, to establish mechanisms for comprehensive management of river basins. Institutional mechanisms innovation to support agricultural technology includes policy innovation, fostering demand, development of supply capacity and creating conditions to promote the use of other aspects. Industry guide institutional innovation includes upgrading the statutes for industries development and the "Two-Oriented industry" standards, improving the economic incentives, establishment of industry benefit sharing and compensation mechanisms.
