Study On The Correlation Of Public Investment And Social Welfare Effect In Hebei Province

The public investment is a kind of action and government which is invested andconverted to the commodity by the government to meet the public demands and realizethe social and economic development. Public investment varies from countries tocountries, and regions to regions, the request of pursuing the social efficiency andbalancing the justice are generally the same. The function of the investment is to makeup for the mistake of the market, allocate effectively the scarce resources. And it isalso the main method to macro-control. Therefore, there are practical meaning andtheoretical meaning studying the public investment and social welfare.This thesis takes Hebei province as an example to investigate the theory of therelationships between the public investment and social welfare in China and in aboard,by means of using the statistics and measure software, this thesis makes an study onthe relationships between the public investment and social welfare (economicefficiency and change of the employment) and finds out some problems, such as:reinvestment, low efficiency, undesirable competition, short term effect and theunreasonable investment structure, and so on. Meanwhile, from the macroscopic viewand the microscopic view, this thesis summarizes the existing problems and theirreasons, finally, this thesis puts forward some solutions to reform and improve thepublic investment effect in Hebei province.In the process of studying, this thesis uses the methods of combination of theoryand practice, combination of definition analysis and quantitative analysis, from theangle of the improvement of economy to observe the social efficiency of publicinvestment, from the angle of the changing employment to observe the social justice.To some extent, this thesis enriches the theory of public investment, this thesis havesome instructive meaning and mirroring meaning to make the province powerful bymeans of developing economy and to construct the harmonious Hebei province, evento the whole China of regional economic sustainable development, at the same time,this thesis has some referential value for improving the governmental public investment efficiency, in order to promote the harmony of society and the constructionof service-oriented government.
