Study On The Personnel Allocation At Housing Construction And Municipal Engineering Construction Site In Chongqing

At present, construction is still occupy an important position in the nationaleconomy of Chongqing.But construction safety situation is still severe, and this hasbeen the major obstacle to the development of construction industry in Chongqing. In"The twelfth five-year plan" period, the construction of Chongqing faces newdevelopment opportunity, all kinds of construction demand release concentration, andthe development of the industry power is still strong. Based on these two aspects,Chongqing should be more strengthen construction safety management. In this context,Chongqing municipal commission of urban-rural development puts forward the workrequirements of researching and formulating the standard of personnel allocation athousing construction and municipal engineering construction site in Chongqing.Through the implementation of this standard, firstly, take this standard as guidance tosupervise, guide and regulate the construction enterprise to scientifically and reasonablyallocate its employees, and provides basis for the work of the government supervisiondepartments. Secondly, it will promote the construction industry to strengthen educationand training work, promote employees quality continuous improvement and improveconstruction quality and safety level. Finally, it will also guide and promote theestablishment of peasant workers’ career development system and salary system,increase farmers’ income and promote coordinated development of urban and ruraleconomic、social fairness and social harmonic.This paper in view of above aspect uses the literature research, investigation,comparative analysis, qualitative and quantitative research methods to research thissubject. Primarily, based on reading and studying vast domestic and foreign relatedconstruction safety management literature, understand related influencing factors of theconstruction safety. Investigating its deep reason, management defect is thefundamental reason. Efficient management is based on perfect organizational structure,and perfect organizational structure depends on the reasonable personnel. Therefore, theresearch of personnel allocation in construction site has important significance forconstruction safety. Then, a comparative analysis about requirements of the personnelallocation at construction site in domestic and international relevant laws, regulations,and policies and the practice experience in domestic other provinces and cities is madewhich provides reference for this topic research. Again, after extensive investigation, understand existing problems of personnel allocation at construction site in Chongqingand abundant relevant supporting data is collected which provides the practical basis forthis topic research. Finally, on the basis of above research work, the standard ofpersonnel allocation including contents of engineering category, engineering scale,management organization structure, employees type, personnel qualificationrequirements, from personnel quantity, etc at the construction site of housingconstruction and municipal engineering in Chongqing is formulated combining relatedtheory. And some related supporting measures of carrying out this standard are putforward at the end of this paper.
