Human resources in the rural area is a systems engineering of society, referring tomany factors, such as government’s, market’s. It mainly utilizes educational andtraining and so on, to improve the overall quality of human resources in rural areas, soas to promote the development of the rural economy. With the continuous developmentof the international economy, the innovation, the quality of farmers and professionaland technical aspects of a higher demand. Developing manpower resources in ruralareas is not a long time and there are many deficiencies, such as policy, market. But,there are also many beneficial. China should learn from foreign successful stories, inthe height of specific conditions of countryside, and make a model of developmentsuited to China’s Human Resources Development.Thus they can service for the ruralmodernization, so as to promote the development of economy.The development of rural human resources and regional economic development isin the relationship of dialectical and centralized. Only after the development of ruralhuman resources, it can be utilized reasonably and sufficiently.
