As employment is the foundation of people’s livelihood, it has been the firsttask for governments at all levels to help people experiencing employmentdifficulty get jobs earlier and promote a full employment in the whole society.China’s public employment service, taking the responsibility for employmentservice of the times in the process of social development, plays an active part inoptimizing the distribution of human resource and promoting the developmentof labor market. But nowadays, there is a sharp contrast between urban and ruralareas due to the inadequate investment in public employment service-theinfrastructure, coverage, service content and service method of publicemployment service cannot satisfy the demand of employment for rural laborforce. Rural underemployment is a more prominent problem of China’semployment. To promote rural labor employment and balance urban and ruralemployment is not only the important responsibility of public employmentservice, but a considerable project of public employment service theory as well.This thesis expounds and analyzes on the product attribute and servicefunction of public employment service by the theory of public goods and labormarket. Taking Pudong New Area as an example, the thesis studies thepromotion of rural labor employment by public employment service. According to the result of analyzing the first-hand data collected by questionnaire surveysand in-depth interviews, conclusion can be acquired as following: Rural laborforce who have ever accepted public employment service may have morepositive employment concept, better professional skills, and higher employmentrate than those who haven’t accepted, which indicates that public employmentservice plays an active role in promoting rural labor employment. Nevertheless,there are still some problems with China’s public employment service such asthe lack of pertinence, the limitation of supply, the sharp contrast between urbanand rural areas and so on. The thesis makes suggestion combined with theoryand practice in three aspects, which are enhancing the pertinence, diversifyingthe supply and promoting the equalization of public employment service, inorder that public employment service will be further optimized to promote theemployment of rural labor.
