The definition of the civilized cities are those with joint development of material, political and spiritual civilization. And more often than not in those cities spiritual civilization takes the lead, the whole society is highly harmonious and people are better educated. Better cityscape and high quality citizens will be the ultimate goals of the creation of civilized cities, for which some large social experiments are searching. The policy instrument application in the creation of civilized cities indicates that multiple scientific methods should be integrated in the urban administration in order to promote sustainable development and civilization. The increasingly fast urbanization process requires more and more attention to urban civilization.The creation of civilized cities being a tool for urban spiritual civilization shows how great importance our government has paid to the inherence demand of urban development. Part three is an actual practice of measurement of the creation of civilized cities. It helps to find wide application in China by expatiating the implementation and evaluating system. Part four gives an effectiveness analysis on the policy instrument application in the creation of civilized cities. Any identified problems should be treated correctly while lessons taken seriously. Thus we can make a prospect of it.The policy instrument application in the creation of civilized cities has many conflicting aspects and problems in practice. It isn’t as impressive as expected and hasn’t established a sound system. Yet it still shows practicality in urban development in China. The general idea and application mode of the creation of civilized cities presented in the thesis are of innovative significance. It offers a practical solution for urban sustainable development in the future.
