The Exploration And Improvement On Suzhou Building Path Of The Plural Subjects Co-participating In Creating Civilized City

With the in-depth development of China ’s reform and opening up and theacceleration of urbanization process，creating a civilized city becomes acomprehensive reflection of city management capabilities， overall competitiveness andsustainable development potential. At the same time， it is the positive response to the“building a beautiful china” put forward in18thCongress of the party. As a kind ofspiritual civilization construction， creating a civilized city needs to build six kinds ofenvironment to improve the level of urban civilization， people’ civilized literacy andgroup-life quality. Civilized city cannot create without the collaborative participation ofthe plural subjects，of which the degree and the approaches can directly affect theconstruction effects.So far， creating a civilized city in Suzhou has made some achievements， the cityplural subjects have participated in some activities. But， there is still insufficient. Thesubstantive problem is that the plural subjects fail to co-participate in creating activities.The main reasons are that they have interest conflicts and cognitive biases. The mostfundamental reason is the current system of the city.First， the dissertation analyzes the substantive problem is that the plural subjectsfail to co-participate in creating activities in weak links of Suzhou creating activities.Then， have a deep analysis in the un-cooperation performance to explore real reasonsof the current issue. By analyzing the probability to solve the problem， the authorattempts to make some suggestions on it at last.
