Study On Urban Parking Management Problems And Countermeasures In China

With the rapid economic development and the acceleration of urbanization inChina, the economy in the cities develops accordingly, the city’s comprehensivestrength has been continuously enhanced, and more prominence is given to the cities.At the same time the vehicle ownership in many cities continues to grow rapidly,resulting in parking problems becoming worse. According to a survey, the currentparking management issues have become the main reason for the economic and socialinefficiency.For a long time the government and the public place little attention to the statictraffic. In most cities urban parking management system is incomplete and there islittle severe penalties, so the general public have little idea of parking management.Therefore, the violation of the city’s parking regulation is widespread, which has hada huge impact on the city’s dynamic transport efficiency. At present, China’s urbanparking management issue is urgent to be studied. Some parking management policiesand effective measures suitable for the development of urban transport should beestablished.This paper first investigates the classification and features of urban parkingfacilities to find out the status quo of city parking management problem, and then it,taking Tianjin Binhai New Area parking management policies and measures forexample, discusses the parking management system suited to China’s urbandevelopment in terms of the parking management agencies, the parking pricingmechanism, on-street parking management and parking guidance systems. Next, theauthor puts forward the systematic solutions to the problems concerning parkingfacilities, special region, and period parking management issues with regard to theparking type, area and period. Lastly, from the following perspectives—the guaranteefrom the policies and regulations, the finance, the organization and other parts, thepaper focuses on the regulation of urban parking management plan.In addition, this paper summarizes the urban parking management strategiesdomestic and abroad, providing an effective reference for the future development ofurban parking management in China.
