Enterprise management mode with the modernization process of continuous innovationand improvement, can promote the development of enterprises, the management model ofachieve the greatest benefit is becoming more and more popular, but also plays an importantrole in the enterprises. As the oil and gas mining enterprise limited resources, to seek a kindof low cost, high efficiency, having the protection of the development of the road is themanagement and development of enterprise facing new problems and new challenges.Oil Recovery Plant No.5of Daqing Oilfield is a subsidiary of the external oil factory,mainly engaged in oil exploration, production capacity of200tons or more. After nearly40years of development, the formation of an effective management style, but there are still someproblems, such as a poor sense of quality management, the difficulty of cost management,management philosophy is lagging behind, extensive management and low level ofgrass-roots construction, and so on. Implementation of fine management can solve problemsand deficiencies in enterprise management, with a strong operational and effectiveness, thereis practical significance for promoting level of management, increase economic efficiency andenhance the vitality of enterprises, to realize sustainable development, scientific andharmonious development in Oil Recovery Plant No.5.In this paper, analysis on the basis of the research with the current status of productionmanagement and problems in Oil Recovery Plant No.5, combined with fine managementrelated theory, carry out the innovation and development of fine management research andpractice, achieve mastery of the yield, quality, responsibility, process, safety, cost, benefit andother comprehensively, according to the enterprise development goals and managementpractice, the application of total quality management,6S management and other sophisticatedmanagement methods, to take a holistic and systematic way of combining, to construct thefine management mode, from management of the operations, human resources management,financial management, information services, etc., itemized detailed content andimplementation of specific measures will be the fine ideas thought into each of specific work,the overall planning from ground and underground, the formation of both performance andefficiency, production and scientific management mode bundled fine. And the specific implementation were carefully arranged to form a closed loop of PDCA cycle, layers ofpropulsion; At the same time, from create a fine atmosphere, improve staff quality, improvingmanagement system, strengthen the assessment of several aspects of the implementation ofproposed management measures to promote the fine and recommendations.In this paper, on the basis of the current status of production management and analysisand research of the problems in Oil Recovery Plant No.5, combined with fine managementrelated theory, carry out innovation and development of fine management research andpractice, achieve mastery of the yield, quality, responsibility, process, safety, cost, benefitthrough a comprehensive study, according to the development target and managementpractice of the enterprise, the application of fine management method such as total qualitymanagement,6S management, take system integration to the global.
