Operational onearea of Xinglongtai oil production plant as one of the earliest oilfield mine in Liaohe, with thecrude oil are continually exploited, formation energy are gradual deficit, oil outputs are muchworse than before, this situation is very severe. Simultaneously, in recently years, the talentare continually introduced, technology are continually improved, and the new and the oldstaffs’ alternately situation are becoming increasingly prominent, in the situation, operationalone area did a lot of work to three aspects which are production, safety and cost, and it alsoobtained the certain effect, so it is required that a clear evaluation system test the quality ofmanagement and indicate the direction of fine management for the future.First of all, this article research the fine management of domestic and foreign enterprises,according to national conditions and the present situation of operational area of oil productionplant, the content of fine management of operational one area are proposed, this article fromthree aspects which are production, safety and cost to discuss that fine management isimportant to the development of work area, and to discuss the theoretical direction of finemanagement. At the same time, the fine management measures of implementation in oilproduction plant are arranged, by analyzing the implementary plans, implementary targets,implementary details and implementary effects of this management measures, the rationalityand enforceability of this management measures can be determined by the practice way. So asto find out the related factors that affect the fine management of operational one area, thereare three aspects which are production, safety, cost control as two level index, there are twelveaspects as three level index for building the fine management evaluation model of operationalone area, including safety awareness, security system, safety inspection, self-run work,energy-saving and cost-reducing, outsourcing project, system establishment, technicalmanagement, production capacity, organization and management, production control, jobskills. By establishing models and combining with the actual situation of fine management ofoperational one area, though fuzzy hierarchy analysis analyze the effects of measure, and thenobtain the results, aim at the shortage which are analyzed, the corresponding countermeasurescan be made, so as to indicate direction for fine management work of operational one area in future.
