Since the reform and opening up, China has speed up the process of urbanization, many metropolitan areas developed rapidly. In the process of urbanization, a large number of agricultural lands are expropriated, farmers lost their land’s self-protection functions; a large amount of farmers who access to industry and city formed China’s unique migrant workers, they work outside of their home, making their children urbanized, and making the family structure become focused, all of which seriously weakened the family pension function. At the same time, they can not get the same pension benefits as urban residents; farmers in metropolitan areas haven’t been in the coverage of urban pension insurance, and they are looking forward to enjoy equal benefits as urban residents. Pension insurance system in metropolitan areas showed significant dual characteristics between urban and rural areas. The party’s and the governments’report clearly put forward to establish the social insurance system covering both urban and rural residents to realize the economic development of urban and rural areas as a whole.As a typical representative of the western metropolitan area, Chengdu and Chongqing are comprehensive urban and rural reform pilot area in China. By2011, the two regions have established urban and rural pension insurance system which is citywide range, can be the interface between the urban and rural residents, have the perfect insurance function in China and has come to the integration of pension insurance system between urban and rural areas. The work of pension insurance in Xian city has been in the forefront in China, it has been completely covered the urban and rural areas this year.This paper selects Xi’an, Chengdu and Chongqing, as typical cases, studies the characteristics and differences of the urban and rural pension insurance mode in metropolitan areas. Through the analysis of the economic environment, the institutional basis and co-ordination of these three models. A comparative study of the basic elements of the pension insurance system from the different groups of people in three modes, come to their own characteristics and differences, and in summary three models to be further resolved, at the same time learn from the Japanese national unified pension insurance experience, and finally to extract the most suitable for China’s western metropolitan area urban-rural integration of the pension insurance policy recommendations.The paper is divided into six chapters. Chapter1:Introduction. It introduces the backgrounds, significances, research situations and research methods both at home and abroad, difficulties and writing conception framework; Chapter2:the theoretical basis of the pension insurance system. This chapter first defines three concepts of metropolitan area, pension insurance, urban and rural areas, and then introduces the three basic theories:the theory of justice, the theory of urban and rural areas, and the theory of constructing harmonious society, which provides the reliable theoretical foundation for the coordination of urban and rural pension insurance. Chapter3:the current mode of urban and rural social pension insurance in three metropolitan areas. This part first introduces "Xian model","Chengdu model", and "Chongqing model" from three aspects:economic environment, relied system, the current situation of urban and rural pension insurance. Then by comparing with the basic situation of rural pension system in other provinces, this paper reflects the outstanding achievements of these three model in urban and rural pension insurance; Chapter4:The comparison and experiences of the urban and rural social pension insurance model in three metropolitan areas in three western metropolitan area. This chapter first points out the characteristics, advantages and disadvantages of three existing modes; Then specifically compares and studies the basic elements of the pension insurance system among different groups of people in three modes, such as the insured object, insured way, account model, sources of funds, and payment standards; at last, it concludes the problems which need to be further resolved in three models; Chapter5:Reference of urban and rural pension insurance mode in Japan. This chapter first proves the reality and feasibility of referring from Japanese experiences, and then analyzes the urban and rural pension insurance model in Japan, it concludes with the valuable experiences of the Japanese model; Chapter6:Policies and suggestions for urban and rural pension insurance in western metropolitan areas. This chapter first puts forward policies and suggestions of perfecting the rural pension insurance in western metropolitan areas from three aspects:perfect current pension insurance for farmers who lost their land, explore the establishment of pension insurance for rural migrant workers, and speed up the farmers’pension insurance in multi-level and it explores and discusses the cohesive devices for the construction of urban and rural pension insurance based on the principle of balanced development of urban and rural pension insurance.
