The Correlation Effect Research Between Human Capital Agglomeration And Industry Cluster Of Blue Peninsula Economic Zone

With the evidence advantage of location close to the sea in BlueShandong Peninsula Economic Zone, the area is experiencing rapid marineeconomic growth, significant marine industry expansion, abundant marinehuman resource, and the deepening sea concept. There is a trend ofagglomeration in the development of marine human capital and marineindustry to some extent. But the level of industry cluster is lower thanthat of human capital agglomeration. Therefore, analyzing therelationship between human capital agglomeration and industry cluster issignificant to the development of Blue Shandong Peninsula Economic Zone.Marine industry cluster is special in some extent, such as moredependence on knowledge, technology and human capital. This paper beginswith knowledge spillover; explores the internal action mechanism ofregional marine economic development based on the human capitalagglomeration and marine industry cluster, and analyzes the mutual effectof marine human capital and marine industry. The human capitalagglomeration can enhance knowledge spillover, and promote the marineindustry cluster. Marine industry cluster is also beneficial to theformation of poles of economic growth, promoting regional economicdevelopment. Sustainable development of marine industry cluster in turnsubjects to the level and effect of the marine human capital agglomerationin the region.This paper analyzes the situation of marine human capital and marineindustry in Blue Shandong Peninsula Economic Zone. We find there is a greatadvantage in marine major, especially in cultivating highly educatedperson, but the proportion of adult higher education graduates is low.Marine human capital stock is large, which ranks second, but the structureis irrational. The agglomeration degree of marine human capital in thecountry ranked fourth. The main marine scientific and technologicalstrength gathers in the region, and the scientific research platform has taken shape. Overall, there is a marine human capital agglomerationadvantage in the region, but the effect of this advantage has diminished.Blue Shandong Peninsula Economic Zone owns complete industrial categoriesand large scale, with industrial agglomeration increasing. But there arealso some problems, for example，the industrial structure is irrational,the agglomeration degree of secondary and tertiary industries need to beimproved, the industrial agglomeration is in the low level, and the marineindustry between cities is seriously isomorphic.Calculating location entropy to measure marine human capital andmarine industry agglomeration degree of Blue Shandong Peninsula EconomicZone, and use them as indicators to analyze time series and found thatthe coefficient of cointegration equation is negative. Since theagglomeration degree can be understood as competitive advantage, whichmeasures the relationship with the national average. When the differencein competitiveness of human capital and marine industry is larger, theweaker may be pulled by stronger; meanwhile, the stronger may be pushedby the weaker. In the long term, the agglomeration degree of human capitaland industry tends to stay at some level between them. Therefore we shouldimprove human capital degree to enhance the competition of marine industry.At the end of the paper, the author provides some policy recommendationsto promote the coordinated development of marine human capital and marineindustry, which maximize both effects in order to promote marine humancapital and industry cluster to achieve a higher level.
