Human resources, as a significant factor in the development of regional economy,become the "first resource" of economic development. Human resources provideintellectual support for the economic development, and in turn economic developmentwill promote the development and management of human resources. There is closerelationship between human resources and economic development. This paper selectsthe Shandong Peninsula Blue Economic Region(in this paper referred to as “the blueregionâ€) as the research object and the interactive coupling mechanism of humanresources and economic development as the guidance, based on the analysis of thepresent situation of human resources and economic development of the blue region.Then it focuses on the supporting degree of human resources to the economicdevelopment, the utilization efficiency and potential of human resources. Accordingto the result of study, the relevant countermeasures and suggestions which couldstrengthen human resources development and management and promote thedevelopment of regional economy is put forward.Firstly, designs the technical line of this research, clarifies the ideas, afterdefining the background and significance of the research. Then this paper reviews therelated studies at home and abroad, shows the innovation of the research.Secondly, the theory about this study is mainly elaborated, that is to say, theinteractive coupling mechanism between human resources and economic development.Human resources provide powerful support for economic development, in turn, thedevelopment of economic could promote the using and management of humanresources. The interaction between human resources and economic development is tocoordinate with each other, promote with each other, and restrict with each other. Thispart is the empirical analysis of theoretical guidance of the latter part of this paper.then, the status quo of the human resources and economic development in theBlue Region is analyzed. Current situation about human resources is analyzed andsummarized from four aspects of quantity, quality, structure, spatial distribution andflow. Economic development status of the blue areas are analyzed and summarizedfrom three aspects of economy scale, industrial structure and marine economy.In addition, quantitative analysis is applied on the supporting degree of humanresources to the economic development, the utilization efficiency and potential ofhuman resources. In this paper, one aspect is using the supporting degree evaluationmodel to evaluate the supporting degree of human resources to the economicdevelopment. Based on the coordination degree model, this paper constructs thesupporting degree model to evaluate the relationship between human resources andeconomic development. After the comparative analysis, the following conclusions aredrawn:(1) diversity of human resources to support economic development in the bluearea is much larger than the other area of Shandong province;(2) in the timeperspective, the diversity is much smaller, but it shows a decreasing trend with time;(3)there is a big difference in human resources supporting for economic developmentin the internal blue region, and the largest support in Qingdao municipality, the least isin Rizhao municipality;(4) the diversity of human resources in supporting economicdevelopment is larger in the other area of Shandong province than in blue area. Another aspect is using Cobb-Douglas production function to measure the efficiencyand potential of human resources utilization. The conclusions are:(1) the efficiency ofhuman resources utilization does not reach the highest in most areas, there are manyphenomenon wasting resources.(2) economic could increase more than20%,byimproving the utilization efficiency of resources, especially the utilization efficiencyof human resources.At last, according to the results of the research, some countermeasures andsuggestions of promoting human resources and economic development is put forwardbased on the present development situation of human resources and economic in theblue region:(1) the scientific and rational planning to developing human resourcesshould be formulated;(2)the education structure should be adjusted, and the quality ofhuman resources should be improved;(3) the structure of human resourcesconstruction should be optimized, and the science and technology talent system aboutmarine should be based;(4) human resources should be allocated efficiently, and theefficiency of human resources utilization should be improved;(5) the flow of laborforce should be guided rationally to narrow the regional gap. |
