In the modern market competition, knowledge is the most important intangible assets,therefore, human capital has become today’s business one of the most important factors, stafftraining on human capital as a way of re-investment for the development of enterprisesprovides continuous power and a source of long-term, but also to meet the development needsof employees and their own professional skills upgrading, training has become a modernenterprises to enhance competitiveness of the inevitable means. China National Offshore OilGroup has many subsidiaries as a large group, human resources management and training oflarge and complex work, and group training must be timely, effective and sustained manner,in order to maintain the vitality of the Group to move forward, and adopt advancedinformation management tools for implementation, in order to achieve good results.In this paper, From the China National Offshore Oil Group, first under the group trainingin the management of a number of problems, in-depth research and analysis, that the causes ofthe problem, then training in the basic theory of modern art, based on the combined Group’sactual situation, to take the field research, summarized and other methods, the group proposeda new training management system, design ideas, and describe the successful application ofthe training management system safeguards. With the new training management systemdesign ideas, then the system is the use of advanced information management system meansthe realization of the system from the Group Training business needs, the master plan anddetailed features of the implementation, and finally according to Group environment,proposed training management information system implementation measures to be taken, andthe results are evaluated, the implementation of the system to enhance the China NationalOffshore Oil Group management level human resources training.
