Along with the rapid development of the world economy integration, more and moreChinese enterprises want to enter into the international market more quickly to improve thecore competitiveness and develop more and more active enterprise business activities.Therefore, it is necessary to refer to the domestic and international advanced experience ofhuman resources management to make the effective management of our country enterprises’human resources, and this will be a big challenge for the future economic development smalland medium-sized enterprises in China to expand the scale of operation and development ofthe international market, so the small and medium-sized enterprises will inevitably face avariety of human resource crisis influences. Therefore, the analysis of the small andmedium-sized enterprise human resources crisis connotation and causes in China and thediscussion of studying how to do the human resource crisis early warning have importantpractical significances for the small and medium-sized enterprises in China.Firstly, this paper systematically introduces the concept and characteristics, the humanresource crisis and the human resource crisis early warning of the medium-sized and smallenterprise in China, and it analyzes the problems and the reasons of the problems of thehuman resource crisis and the human resource crisis early warning of the medium-sized andsmall enterprise in China. Then this paper designs the early warning index system of thehuman resource crisis early warning of the medium-sized and small enterprise based on thecontents above, and it chooses the specific quantitative indexes to do the human resourcecrisis early warning and it uses AHP (Analytic Hierarchy Process)method to determine theweight of each early warning index from three facts including external environment factors,enterprise factors and individual factors.Then, this paper uses the extension engineering method to construct the extension earlywarning model of human resource crisis of the medium-sized and small enterprises in Chinaincluding two parts which are the extension prediction sub-model and the extensionevaluation sub-model. Finally, it uses the extension early warning model and chooses onmedium-sized and small enterprise in Shenzhen to make case analysis and research, and thenit puts forward corresponding countermeasures and Suggestions from two big facts includinghuman resource management and human resource crisis early warning and eight small facts including building up human resource management concept, making the human resourcemanagement institution perfect, establishing human resource crisis management system andforming crisis early warning management team, establishing crisis information databasewhich belong to the two big facts based on the research above.
