Market-oriented reform policy of China’s power supply management system has beencarried out for many years, but in view of the path of electricity market reform that beingemphasized in the "12th Five-Year Plan", some of the specific program measures are still inexploration and controversy. As a stumbling block in the road of the electricity market reform,power supply transferring has become the key attention on which the field of Chinesegovernment, business and academia focused. The extra large enterprises studied in this papermainly refer to coal, oil and some other enterprises. These enterprises have affiliated powersupply companies and undertake duties of their own industrial production and the user’spower supply around the coal mining areas or oil field areas. Power supply transferring ofextra large enterprises began in the planned economy period especially the time of industrydevelopment and it became a special power supply mode. It appeared to be abnormallydeveloped along with the increasing population of supply region, the expansion of supplyquantity and the factors driven by interests. Now, the old pattern of "enterprise handlessociety" that taken by these enterprises is no longer appropriate to the current needs ofelectricity market development no matter from economic prospects on the corporate level orfrom social responsibility on the national level.This paper stood in the point of national perspective, based on the "Electricity Act" and"The Electricity System Reform Plan", faced the extra large enterprises in H province,focused on a series of problems produced under power supply transferring managementsystem, used the five years’ data of "11th Five-Year Plan", applied scientific and quantitativeforecasting methods and matching tools, builded the grey prediction model that can reflectfuture trends of power supply situation, and finally put forward reform proposals on how toeliminate power supply transferring. All these studies are aimed to provide scientific basis inorder to realize the goals of H provincial power market open, fair competition, resourcesoptimization, safety promotion, service improvement. The main contents include thefollowing aspects:(1)This paper described the historical evolution, existing problems, reform trends,regional reform profiles of power supply transferring of extra large enterprises, and summarized the inspiration in order to provide reference for the reform of power supplytransferring management system of extra large enterprise in H province;(2) This paper analyzed the situation of extra large enterprise power supply in H provinceunder power supply transferring management system, investigated extra of four types ofindicators related to power supply operation such as organization management and humanresource, power supply capacity and management scope, power supply assets and operations,and power supply quality and service;(3) This paper analyzed the trend of the key parameters for the supply situation of extralarge enterprise power supply in H Province under power supply transferring managementsystem, and highlighted the drawbacks of future power supply development of extra largeenterprise;(4) This paper put forward two proposals of "turn over to the higher authorities based onthe assets and business" and "joint together based on stock system restructuring" which wereboth aimed to reform the present power supply transferring management system of extra largeenterprise in H province, and finally analyzed impetus, resistance and risk of theimplementation of reform proposals.
