Compared with 1978, China's power industry saved 380 million tce in 2008 by reducing electricity consumption and line loss,reduced 920 million tons of carbon dioxide emissions and reduced 3.2 million tons of sulfur dioxide emissions that made a tremendous contribution for China's enery saving and emission reduction. Hower, in future China's electric power industry will increasingly grow with the development of economy,so power face the energy efficiency challengs. This is the background of this text discussion. The article introduced what power supply enterprises do with the development of enery saving and emission reduction. Power price reform is studied qualitively and quantitatively from beginning to end. In the first part, it discussed the importance of energy conservation power generation dispatching (ECPGD), including how to select effective tactics between consumption competing and bidding, which is the best measure in power-generating permission attornment. and then how to carry out transmission congestion management and establish congestion pricing is the core of solve of power-generating permission attornment.In the second part, The paper analyzes residents and bi-lateral electricity pricing machanisms. city price is the core of the pricing process for the sales pricing. In the electricity maket environment, the Bi-lateral electricity price can guide the rational resources allocation from the ecnomic levers point.Therefor, the scientific and reasonable price draft has great significance to meet electricity users demand, promote the development of electricity generating and supply erterprises and the whole market price mechanism perfection. In view of the current unreasonable price differential phenomenon,unresolved conflicts of a small number of interest groups, the article puts forward a reasonable method to measure and calculate the price differential between bi-lateral electricity price system and single degree power pricing and resolve a small number of customers contradictory, in order to facilitate the smooth implementation of the policy. Although the proportion of residential electric power consumptions is not large, its momentum for rapid growth and the peak load characteristics decide the importance of residential customer energy conservation, The current machanism has not yet put energy-saving residential electricity price as a core policy objective,so it needs to reform the existing residential tariff machanism to promote energy-saving residential users' initiative. The breadth, complexity and diversity of residentia customers determine that the power price leverage is the most effective means to regulate the residents energy saving.The significance of residential energy conservation,the relationshio between residents pricing machanisms and energy conservatio,the problems existed in the current pricing machanisms are analyzed and discussed. From the view of the current pricing machanism it makes recommendations to improve pricing machanism. In the third part, the green power expansion is discussed. The generation of renewable energy development and utilization in Europe and US and other developed countries is widely attended, and it obtained the huge success. According to realistic circumstance of China's green power, we must make full use of the objectives of guidance, policy incentives and so on to promote the universality, mainly including residents and large customer. Direct power supply for large customer is a hot issue in electric. System reform of the present stage.The paper describes the necessary conditions for implementing Direct power supply for large customer in the initial stage of electric market. It analyses the problems and potential effects of developing Direct power supply for large customer currently. In light of these problems, the paper proposes the countermeasures and suggestions separately from the view of the grid company and the customers.
