The Study On Optimization Countermeasures Of Rural Industrial Structure Based On The Perspective Of Urbanization In Heilongjiang Province

Under the influence of the global economic crisis, China’s economic situation has also undergone tremendous changes, optimize and upgrade industrial structure becomes increasingly urgent. As a large agricultural country, the rural economy plays a decisive role in China’s economic layout. Optimization of industrial structure in rural areas also plays an important role in the optimization and upgrading of the rural economy under the current situation, and improving the farmers’lives. At the same time, the urbanization of rural areas is also a general trend of economic development, so the factors of urbanization must be taken into account of optimize the industrial structure of the rural economy. The adjustment of the rural economy is a dynamic change in the process, so while making adjustments we will be able to always recognize the direction of development, and not biased. Heilongjiang Province in order to adapt to the new situation of the rural economy, developing the rural economy, improve farmers’ lives, improve the quantity and quality of rural output, and promote the sustained and healthy development of Heilongjiang province’s economy should be further from the perspective of urbanization, adjust rural industrial structure optimization and upgrading.The focus of this study is the consideration of the rural industrial structure optimization and upgrading of Heilongjiang Province, from the perspective of urbanization, and explores the law of economic development in rural areas in order to upgrade the optimization of the rural economy in Heilongjiang Province put forward constructive ideas. This article is divided into six parts:First, the background and significance of the study, and related theoretical studies, a comprehensive description to determine the scope of the study and methods. Fully on the basis of the basic theoretical research, analysis and summary of domestic and international rural industrial structure adjustment process, getting the general laws of evolution, and summed up the reference of rural industrial structure adjustment in Heilongjiang Province. Then, the paper elaborated the concepts of rural urbanization and rural industrial structure optimization and their interrelationships, based on full analysis of status quo of the rural industrial structure in Heilongjiang Province, summarized its problems. Using qualitative and quantitative analysis methods of combining methods, establishing the evaluation index system, by a analyzing the full influencing factors, to come to the recommendations of rural economic optimization of industrial structure in Heilongjiang Province.The above study lead to the following conclusions:First, Rural industrial structure optimization with respect to the past to adjust for a comprehensive adjustment, and ultimately to build a coordinated development of the structural system of the first, second and third industries. Secondly, the stage of urbanization has a huge impact for the rural industrial structure optimization strategy selection and optimization of industrial structure is a dynamic process should be dynamically adjusted with the stage of urbanization. Again, on the basis of the rural areas of Heilongjiang Province, the current economic situation, in-depth analysis of the main problems of Heilongjiang Province, the industrial structure in rural areas, from the perspective of urbanization on the optimization of industrial structure in rural areas to make a few suggestions, mainly from rural areas and policy support two aspects of the system to be adjusted. While increasing the degree of industrial linkage between the tertiary industry with the first, second industry, to play the spillover effects of urban economy. Include the improvement of the policy support system to strengthen science and technology to support efforts to drive the upgrading of industrial structure in rural areas, increased tilt the intensity of the fiscal policy of the township enterprises, to accelerate the reform of investment system and to create conditions for the good operation of the rural economy and increase investment in infrastructure to improve farmers’ lives, improve the quality of farmers and other countermeasures. In short, give full play to the initiative of rural areas and farmers at the same time, we should strengthen the guiding role of the Government to establish a sound policy support system, give full play to the dual role of market and macro-control, to create an environment for the healthy development of the rural economy.
