With the slowdown of China’s economic growth and the change of economic growth mode,China’s economic development has entered a new normal state.During this period,China will face a comprehensive problem of cyclical unemployment and structural unemployment for a long time.In order to cope with the increasingly severe employment situation,it is urgent to play the function and function of unemployment insurance to promote employment,to stabilize the employment position and to promote the reemployment of the unemployed.China’s unemployment insurance system has a dual function of guaranteeing life and promoting employment at the time of its initial construction.In practice,the main objective of the unemployment insurance system is defined as safeguarding the basic livelihood of the unemployed,maintaining social stability and promoting the reemployment of the unemployed Aspects of the function has been unable to effectively play.In the future for a long period of time,China will be in the state of labor supply exceeding demand,employment pressure is very large,unemployment insurance system reform should adapt to this trend,and try to play an active role in the active employment policy.Gradual establishment of employment-oriented unemployment insurance system should be the inevitable choice for the development of unemployment insurance system at this stage.To strengthen the unemployment insurance to promote employment function,is conducive to the sustainable and healthy development of unemployment insurance system,to achieve institutional goals,is conducive to know our reform practice.This paper,from the perspective of public management and service,takes full account of the current situation of our country,studies the status quo of unemployment insurance to promote the employment function,puts forward some suggestions and suggestions on how to improve the unemployment insurance system and establish the employment-oriented unemployment insurance system.This paper covers the following six parts from the content and structure:The second part introduces the theory of unemployment insurance system,including the theory of natural unemployment rate,Okun’s law and fairness-efficiency theory,and the theory of unemployment,,The domestic and foreign research status of a literature review of the analysis of the views and theory of scholars conducted a preliminary sorting and summary.The third part makes an analysis of the currentsituation of the employment function of China’s unemployment insurance system.Combining with the current situation of unemployment insurance,this paper analyzes the current situation of unemployment insurance,and tries to improve the unemployment insurance to promote the employment function through the analysis of the present situation.The fifth part elaborates the main problems and causes of the unemployment insurance function in our country.The fifth part elaborates the policy policy of foreign unemployment insurance employment,including the relevant policy research and introduction of the United States,Germany and Japan.The sixth part puts forward We should give full play to the idea of unemployment insurance to promote employment function in our country,including: establishing long-term mechanism of unemployment insurance for employment promotion,constructing a flexible unemployment insurance fund payment mechanism,establishing a comprehensive and reliable unemployment insurance network information system,establishing unemployment insurance and linkage Promotion of employment policies,and ways and means to encourage entrepreneurship.
