Along with the rapid growth, China has become the world’s second largesteconomy. The extensive growth, however, has forced us to pay a huge energy andenvironmental costs. With the advent of energy shortage, environmental carryingcapacity’s fragileness and pollution problems’ seriousness, increasingly sharpcontradictions has appeared between economic development and energy, theenvironment. It should be immediately carried out the task of energy saving andemission reduction.As the capital, Beijing’s energy saving work not only plays an important role inthe implementation of the national energy and environmental policy, but also means alot in enhance the international image of China.In this paper, all of Beijing’s industry is divided into31departments, whichinclude1first industry department,25second industry departments and5thirdindustry departments. By preparing the Beijing energy saving input-output table in2007, the paper analyses each of the departments by comprehensively calculating theenergy directly consumed coefficient, total consumption coefficient, environmentalgovernance into direct consumption coefficient, virtual environment into directconsumption coefficient and environmental management degree.It turns out that the government should adjust the primary department,strengthen the secondary industry, and develop the third industry. It also concludesthat we should adjust the industrial structure and develop the low-energy,low-pollution industries. At last, it gives the suggestions that to develop modern andgreen agriculture; to develop the petroleum processing, coking and nuclear fuelprocessing industry, mining industry and water production and supply industry on thebasis of reducing energy consumption; to restrain the coal mining and washingindustry, the production and supply industry of electricity and heat, nonmetal mineralsand other mining and dressing industry, non-metallic mineral products industry andsmelting and rolling processing industry; to improve the status of transportation,residential energy consumption, pollution; to levy and raise the ratio of the energy taxand pollution tax, achieving the result of sustainable development.
