Both low energy efficiency and irrational industrial structure are core issues in economy development of our province. Industrial structure affects and restricts the energy saving in some point, as well as the back action, thus, the research of the energy efficiency and industrial restructuring is one of the priority ways for improving the economy development in a country or an area, which has both important theoretical and practical significance.In this article, the author compares lots of the articles of energy efficiency, combine industrial restructuring theory. First, base on the technology of input-output, using the table of input-output of Hebei Province in year 2005 and 2007, creates the input-output model of Hebei industrial development and energy efficiency, analyze from scale of economy, third industrial organizations, and energy using status, hold the status of Hebei Provence's economy running and energy developing. Next, author estimates the direct consumping index of year 2010 via the change of the direct consumping index of year 2007 by using RAS method, while combining the result with《The 11th 5-year outline of Hebei Province national economy and society development plan》, chooses the suitable develop speed for each department, develops industrial restructuring, make the final requirement vector, quantitatively estimate economy development status of Hebei Province's in 2010, then do detailed calculation of the plan and earned value of each department. After that, using the price of 2005 as baseline, adjust the input-output spreadsheet of 2010 to the comparable price table of input-output of 2005, makes the energy consumption comparable. Third, analyze whether Hebei Province can achieve the goal of energy saving in both structural and technical. Using the comparable price table of input-output, analyze the achievement of structural energy saving, consider the technical improving effect in the same time, estimate the achievement from the technical point, then combine the two together, get the percentage of energy saving in 2010, finally, get the result that Hebei Province can achieve the goal of 20 percent energy saving in the 11th 5-year plan. At last, base on the trend of economy development and《The 11th 5-year outline of Hebei Province national economy and society development plan》, propose the policy recommendations from the industrial development and energy saving points for 11th 5-year plan of Hebei province, provide the supply for government determinations.
