China's Eight Major Economic Zones Innovation Efficiency Trends Of Empirical Research And Countermeasure Analysis

Regional innovation has become an important topic for innovative research underthe framework of the national innovation system proposed in the16th CPC NationalCongress. Especially after the strategies of balanced regional development, westerndevelopment, revitalizing the northeast old industrial base and the Rise of Central Chinaimplemented, regional innovation had a major impact on the development of backwardareas in the Midwest. This article draws on the view of the State Council DevelopmentResearch Center on the division of the eight economic regions, and focuses on theefficiency of the movements in its nine years from2002to2010.By building three parts of evaluation system about the input of resources to theoutput and innovation, and using data envelopment analysis model of DEB-Malmquistindex on the innovation output stage, the stage of economic and the whole innovationprocess stage, analyze the efficiency changes of the three parts.The analysis shows that the trends of regions changed in the stages of innovationoutput and economic. It reflects the lack of regional capacity for independent innovation inChina, and requires a lot of external resources to support the rapid development of thedomestic industry. On the other hand, the imbalance of regional development from theinter-regional to the intra-regional is the most important reason of the different trendspresented by efficiency of innovation. Another important viewpoint of this article is how todevelopment the innovation of areas by their actual states of eight economic. This partwill be elaborated upon in the last part of this article.In short, the regional innovation is a systematic engineering. The improvement ofinnovation efficiency requires overall coordination of intra-regional. Under the guidance ofthe strategic policy of the construction of national innovation system, each region shoulddevelop appropriate innovation policy according to their actual development to match theeconomic development and make true of the both improvement of efficiency of innovationand economic.
