Nowadays, China’s economic achievements can be described as eye-attracting. China’s environment and energy issues can also be said that shocking on a worldwide scale. On the other hand, when the economic engine is running at high speed, China’s external environment is deteriorating. Western countries urgently need to find a good scapegoat and punching bag to help them get rid off the economic development dilemma. Energy and environmental pressures continue to be passed on through pious way of the climate conference, democratic reform, human rights protection and so on. In this case, energy conservation, economic restructuring is the trend.Sichuan Province has the following characteristics:located in the western interior, the underdeveloped areas in the traditional sense with rapid economic growth in recent years; lacks of fossil energy reserves and production capacity, relies heavily on external transported; as a populous province, per capita GDP is low, the ecological environment pressure is increasing due to climate fluctuations, natural disasters and indiscriminate deforestation. These qualities allow Sichuan Province to become a typical object for the research.Based on Sichuan input-output table, China Energy Yearbook, Sichuan Statistical Yearbook data, this article set carbon dioxide emissions as a research focus, used descriptive statistics and econometric method to analyze the macro background of Sichuan Province’s energy saving and emission reduction work and the factors affecting carbon dioxide emissions, predicted the change scenarios and distribution characteristics of carbon dioxide emissions, established the general equilibrium model and simulate the effects of several representative policy on economic and social indicators with the computer technology, finally put forward several policy recommendations according to the research conclusions.This paper is divided into five chapters and follows that:Chapter one, introduction, it contains the background, object, meaning of this research and the logic structure of the full text. This chapter combines literature review section which summarized the theoretical relations and characteristics of the technology and methods in the existing research, and the basis thought of this paper is given.Chapter two, descriptive statistics of Sichuan Province’s economic development status (GDP, the level of urbanization, industrial structure, etc.), energy consumption, carbon dioxide emission levels, pointed out that the problem of energy restriction faced by economic development of Sichuan Province, and the energy saving potential by comparing international and domestic data, while specified the requirements of economic development and limitations of the economic strength in Sichuan Province, as foundation for later discussion about the pathway of economic transformation which is suitable for present stage;Chapter three, empirical analysis, established time series model of the carbon dioxide emissions using of relevant data from1979to2010, according to the stage characteristics in Sichuan, completed the cointegration test and predicted the change scenarios and distribution characteristics of carbon dioxide emissions. The purpose of this section is to specify the stage characteristics of economic development in Sichuan Province, and in this backdrop, the various factors affecting carbon emissions, pointed out that the preconditions to achieve transformation of economic development mode at this stage in Sichuan Province(rapid urbanization, to ensure economic growth) and alternative ways;Chapter four, CGE analysis section, based on the conclusions of the first two chapters, simulation of three representative policies, i.e. increasing investment in hydropower construction, increasing investment in new clean energy and improving energy efficiency in key industries and analyzed its impacts on economic and social indicators, naturally entered the policy proposal section;Chapter five, conclusion and policy recommendations, the main conclusions and policy suggestions are given. At the end of this paper are the inadequacies of this study and the outlooks of further research.
