With the coordinated development of urban and rural economic and social ideas proposed and put into practice, on voices of overall planning of urban and rural old-age insurance is getting higher and higher. Main research of China’s urban and rural old-age insurance and manpower problems in this article. First of all, this article briefly describes the theory involved in integrated urban and rural old-age insurance, including the theory of dual economic structure theory, welfare economics, social equity and public service equalization in theory. Next, this article reviews the three stages in the development of China’s urban and rural old-age insurance, followed by urban endowment insurance Foundation, urban pension insurance and old-age insurance in rural areas blank stage exploration of perfecting the rural endowment insurance and the pilot phase and stage of establishing endowment insurance system of covering urban and rural residents. Also, this article considers rural endowment insurance system of household registration, policy, urban and rural economic development is out of balance and awareness of the nature of social security is responsible for the cause of the problem. This article from abroad has been extracted in the country to achieve integration of urban and rural old-age insurance experience in three: after the first city Township, legislative and binding conditions; and also inspected the domestic part of integrated urban and rural old-age insurance in practice, pointed out that innovation in these areas.
