Currently, China’s social insurance system has carried outprovincial co-ordination of the various provinces and cities, the insured records ofinsured people in the different provinces and cities are independent of each otherwithout uniform management. Because of that, many people easily ignore theirindividual’s social insurance benefits when transferring jobs crossing provinces andcities. It also makes some of them giving up their insurance account or renew it due tocumbersome procedures and some other reasons. In this case it would lead tointerruption and loss of personal social security payment records.Therefore, how to solve the tough transferring and low rate of success of theexisting social insurance across the county has become a necessary task ofestablishing a stable insurance system and mechanism; it also has become an essentialoperation to enhance the social security system. This is a phase what we have to gothrough to reach for a fair, stable and harmonious socialist society in the further.By investigating the current status of social insurance transfer and continuationin various areas, based on the analysis of existing policies and rules and the researchof the actual data, these studies apply statistics analysis method to analyze theproblems and difficulties in the process of transfer, to figure out the reasons of rootcauses and give the corresponding solutions.In the article, it designs management system of social insurance relationshiptransfer, and proposes the reasonable and feasible proposals for each difficulties byusing public management theory and social security theory such as the failure of thegovernment implement, the balance of social insurance system of fairness andefficiency, the distribution of public power, collects and analyzes actual survey data,defines the powers and responsibilities of relevant functional departments.The author hope that the research and analysis could provide practical help andsolve the existing problems for policy makers and officers of the social insurancedepartment, also hope it could provide the theory reference and the solutions for theestablishment and improvement of social insurance system. |
