Now, China's social endowment insurance system is a typical structure that attentioning urban but lighting rural and separating of urban and rural. Farmers' social endowment problem has not been fundamentally resolved, there are also many problems on urban social endowment insurance. It makes the social security difficult coordinating urban and rural development. Therefore, a serious effort to solve urban and rural social endowment insurance good co-ordination problems appears to be particularly urgent and important.In this paper, after a comprehensive, systematic analysis, the author reaches the following conclusion:Firstly, Coordination of urban and rural social endowment insurance system has sufficient theoretical basis, for example the theory of public goods, the theory of urban and rural integration, Coordination of urban and rural community development theory, etc. At the same time, there are good basis for the practice : Some developed countries have realized the co-ordination social endowment insurance system, while some of China's relatively developed city or region has achieved a sense of the co-ordination. These experiences will play an important practice guiding significance on the coordination of urban and rural social endowment insurance system which the paper discusses.Secondly, the co-ordination of urban and rural social endowment insurance system is very necessary. Currently, the differences of urban and rural social endowment insurance system is too big. it makes not only the residents be difficult to protect a good pension rights, but also affecting the social harmony and stability, and the socio-economic development. At the same time, the political conditions, economic feasibility, policy measures and policy support all provide a feasibility for coordinating urban and rural social endowment insurance.Thirdly, Coordination of urban and rural social endowment insurance system should be followed the principle of both urban and rural areas importanted; the principle of mutual coordination; the principle of combining efficiency and fair; the principle of protecting basic living in line with the socio-economic development ; the principles of according to local conditions and classification advance. In these principles, this paper presents the realization path of coordinating urban and rural social endowment insurance system : "the separating of urban and rural areas→ unified planning, systems are different→system unified, standards are different→urban-rural integration" andtwo implementation phase: the first phase (2008-2015), in 7-8 years, achieving the process of change of urban and rural social endowment insurance system by "mutual separation" to "unified system, standards are different"; the second phase (2015-2030), using 15 years achieving the changesof urban and rural social endowment insurance system by the "unified system, standards are different" to "urban-rural integration".fourthly, realizing the coordination of urban and rural social endowment insurance system must take the following measures: the policy measures by "mutual separation" to "unified system, standards are different" stage: focusing on the rural old-age insurance system, gradually narrowing the gap between urban and rural areas;further reforming and improvement the urban social old-age insurance system;clearing urban and rural areas "system unified, standards are different" social endowment insurance reform conditions and content, the policy measures from "unified system, standards are different" to "urban-rural integration" stage:breaking the traditional social endowment insurance of standards;establishing the urban and rural integration of social endowment insurance management system;individual accounts combined with the co-ordination accounts.The supporting measures of coordination of urban and rural social endowment insurance system include: vigorously developing county economy, and to increase their incomes and enhancing their participation in the economic social endowment insurance affordability; establishing and perfecting the Land Bank, accelerating the process of land for protection; Constructing the building mechanism of coordinating urban and rural social endowment insurance system.In summary, through the analysis of the socio-economic environment and an in-depth study of urban and rural co-ordination, the paper clears the necessity and feasibility of coordinating urban and rural social endowment insurance system, and accurate designes construction channels of coordinating urban and rural social endowment insurance system, in the end some policy measures are presented.
