Research On The Cooperation Relationship Between Local Governments In The Yangtze River Delta From The Perspective Of Regional Economic Integration

Administrative economy has made great progress in Yangtze River Delta ever since reform and opening-up. However, in late years, some bad situations come into being, suh as regional-protectionism, industry isomorphism, inter-governmental cut-throat competition and maladministration of transregional public affairs, which greatly hindered integration of regional economics. Against this background, this article considers intergovernmental relatinship as the essences that hinder development of integration of regional economics. Thus, a cooperative mechanism should be built urgently.This study enriches intergovernmental relationship researches by responding to requirments of governmental management as local economy develops."Jiangyin-Jingjiang Industiral Park" is a typical and Innovative unit for study as it is a experimental center developed by Jiangsu privince, thus can be regarded as a source of future research.Five parts are included in this paper:Part I, Preface. This part is about the background of thesis-choosing, significance, related concepts and previous researches done home and abroad, research methods, and framework of research.Part II is theoretical review of integration of economics in Yangtze River Delta, analysing intergovernmental relatinship based on local interests.Part III focuses on the development courses and problems of integration of economics in Yangtze River Delta.Part IV is the major part of the article. It deeply depicts the cooperative experiences between two Interjurisdictional, county-level governments, based on research on "Jiangyin-Jingjiang Industrial Park", and further demonstrates that, a cooperative intergovernmental relatinship is a best way to foster the two parties’win-win situation for upgrading of the region’s develiopment and competiveness.Part V is the conclusion body of the article. Based on the case study, it points out that an effective cooperative mechanism is the solution for managing intergovernmental relationship. A new operational-oriented pattern is also put forward with analysis of compound administration theory.
