In spite of the long history of the study on relationship between governments, the relations between local governments haven't been paid much attention, and even less paid to the conflicts between local governments. With the rapid development of regional economies in our country, the requirement of integration of regional economies is much stronger, but the conflicts between local governments have become an obstacle to such integration process. This paper tries to offer a solution to the problems in economic development and administration practice from the viewpoint of public management, so as to promote the rapid regional economic development and harmonious society construction. Based on the analytical model of prisoner's dilemma in game theory, this paper makes a thorough analysis of the current situation as well as the causes of the conflicts between local governments in Yangtze River delta, and puts forward the solutions to the problems theoretically and practically. The author tries to offer a practical way to enhance the communication between local governments by introducing the conception of inter-governmental administration. Finally the author makes his own judge on the development trend of the conflicts between local government, i.e., such conflicts, possessing historical and dual characters, will continue to exist in the future, with some regular displacement of its centre just like that of governmental function.
