Inter-Government Relationship Governance: Research On Horizontal Relations Among Local Governments Of The Yangtze River Delta Valley

Since reform and opening up, as the continuous progress of China's economic,political and administrative reform, providing an excellent arena for local governments at all levels in China directly or indirectly involving in economic activity. Regional intergovernmental horizontal relations gradually improving, the overall competing toward a healthy competition and co-operation, there is a great significance for China's economic Scientific and sustainable development, the country's political stability and the building of a harmonious society. However, the opportunities and greater challenges are coexisting. As different economic policies and the level of economic development generated by the gap between rich and poor as well as the expansion of inter-regional imbalances, such as the phenomenon of local protectionism, industrial isomorphism, redundant construction, the local government authority, have become more apparent. These are, to a certain extent, intensified market segmentation, resulted in a waste of resources and market disorder, constituted larger obstacles for the health of the regional economic development and regional coordination of the relationship between the government. Therefore, it is not only a great political problem, but also an important economic and social problem on how to strength the governance between governments, coordinate and promote the healthy development of the horizontal relations. The essay is consists of six parts, explores the reasons of the cooperation plight between governments and drawing on the European Union and other foreign governance practice with start from the present situation of horizontal relations between governments through Game Theory. It puts an emphasis on the ideas of coordinated development of horizontal relations between governments, in order to realize effective governance, improve public welfare, namely, manage regional public affairs, solve regional public problems, provide public services and realize regional public interests. The introduction points out the real necessity and methods of the research on horizontal relations between the governments in Yangtze River Delta, analysis the research situation and develop tendency of the horizontal relations between the governments and introduces the idea and methods of research. The first chapter gives a brief introduction of the theory basis of the essay, namely, game theory, Network governance theory and public management theory. It also defines some related concepts. The second chapter explores the reasons of the plights between government cooperation through the description and analysis of four cases of game successful coordination and two cases of game coordination failure. The third chapter concludes the effective governance experiences through the analysis on the practice of European Union and USA. The key is system construction, which is Modern system of regional inter-governmental cooperation, including Incentive Mechanism, Organizational system and restrictive mechanisms. The main task of Chapter 4 is to discuss the basic developing idea of the coordinate development between governments in Yangtze River Delta. First is the change of governance idea, the enhancement of regional identity; secondly, the cultivation of capital between governments; thirdly, the arrangement of systems, including basic principles, systematic environments and organization forms. As the end of the essay, chapter 5 gives a general summary of the whole essay.
