Study On Development Strategy Of Special Agriculture In Taian City

Currently, adjusting agricultural structure and increasing farmers’income have become a major problem in the rural economy. One important way to approach the aim of adjusting agricultural structure is to develop specialized agriculture based on local resources and environmental advantages, it is also a way to promote the transformation of traditional agriculture to the modern and market-oriented economy, and it is an important safeguard to promote sustainable economic development in rural areas.Tai’an City, located in the middle of Shandong Province, is a famous tourist city of cultural. It has varying types of natural resources and characteristics of animal and plant species, which is the inherent comparative advantage for the development of specialized agricultural; in the same time, the specialized agriculture of Tai’an City already has an initial development, as the experience and infrastructure for further development of specialized agricultural.In this paper, taking the development of specialized agricultural as the subject, we analyzed the development strategy on special agriculture of Tai’an City. On the basis of comprehensive analysis on development status of the specialized agricultural in Tai’an City, according to the theory of comparative advantage, sustainable development, regional economic development, from a system point of view, using methods of SWOT analysis and others, we studied the development strategy framework about the specialized agricultural in Tai’an City, from the aspects of environmental analysis, strategy formulation, implementation measures agriculture and so on, to provide a reference of strategic decision-making for government of Taian city when they develop the specialized agricultural, and promote the development of agricultural and rural economic.An overview on the development of special agriculture in Tai’an City is the basic knowledge to studying object, and the basis of the study in this article.In this paper, first, we analyzed and summarized the special agriculture from the perspective of concept, characteristics, basic knowledge and so on; Secondly, from the perspective of the scale of planting and breeding, production base and the radiation angle, we summary the status of special agriculture and further analyze the problems in the development process of special agriculture in Tai’an City. The results show that:specialized agriculture in Tai’an City has made a great progress, but many problems exist, therefore, it needs to be planned to further develop.Environmental analysis for special agriculture is the basis to make strategic. In this paper, we study environmental analysis from two aspects of the macro environment, and micro-environment, and use the methods of SWOT to analyze the strengths, weaknesses, opportunities and challenges of developing special agriculture in Tai’an City. Studies have shown that:the macro-environment for developing special agriculture in Taian city is good, eg:political, economic, cultural and others; in the part of micro-environment, there is competition, but on the whole it is optimistic; the internal strengths of developing the specialized agriculture in Tai’an City include the advantages of natural resources, biological resources, technical advantages etc.; internal weaknesses include the main disadvantage of operating and capital constraint and so on. In short, they are exist in the same time between strengths and weaknesses, opportunities and challenges, but the advantage is greater than the disadvantages, the opportunities outweigh the challenges for special agricultural development in Tai’an City.In this paper, it is the focus of strategy formulation for developing special agriculture in Taian city. We analyzed the development strategy of special agriculture in Tai’an City, from the aspects of strategic thinking and strategic direction, strategic objectives, strategic positioning, strategic focus and strategic plan, etc.Implementation of measures is the protection of the strategy of implementation. In this paper, we made some measures to safeguard the strategy of special agriculture of Tai’an City to be achieved, which include policy support, market protection, technical support, environmental protection and so on.
