Developmental Strategies And Present Situation Of The Construction Of Irrigation And Water Conservancy In Tai’an

Agriculture is the foundation of social development; moreover, the construction of water conservancy projects plays an extremely important role in agricultural development. To strengthen the construction of irrigation and water conservancy is a vital way to increase agricultural comprehensive productive ability, to promote the agricultural production, to increase farmers’ income, to build a socialist new country side, and to maintain social harmony and stability in rural areas. With a large population, our country suffers from a shortage of water resources, which are distributed unevenly in different regions in the country. What’s more, agricultural water is a major way of water consumption. Along with the aggravation of national wide drought in recent years, agricultural production suffers from heavy loss. Therefore it is essentially important to strengthen the construction of irrigation and water conservancy, and to improve the basic condition in agricultural development.Tai’an city has a shortage in water resources. Since the reform and opening up, especially with the further development of the marketization, water conservancy construction in Tai’an city has got certain accomplishment. However, with the aggravation of water shortage and more demands in the development of agricultural production, several elements have been restricting the construction of water conservancy and even the development of agricultural production in this city, including desalinating of mass consciousness, insufficient capital investment, unclear objects of investment receiving, and unsound administration system and mechanism. In order to improve the level of the construction of irrigation and water conservancy in this city, and to ensure the sustainable development in modern agriculture, this paper analyzes the current situation and deficiencies in irrigation and water conservancy construction in Tai’an city.With the illustration of the related theory of the construction of irrigation and water conservancy, this paper carries on a through going and painstaking investigation to the current situation of water conservancy construction in this city; taking the efficiency level of irrigation and water conservancy facilities, and agricultural production, especially grain production into consideration, this paper does a thorough analysis to the construction of the irrigation and water conservancy construction; through analyzing the restricting factors on the developing standard of water conservancy construction, this paper tries to find out different roles played by each restricting factor; then considering the above results, this paper aims to put forward the related countermeasures and feasible suggestions, to improve the development of irrigation and water conservancy construction, to raise water use efficiency, and to promote sustainable agriculture to develop.
