The Government Of Our Country Rural Land Circulation Behavior Research

A vast land with a scarce population has always been a critical issue in China,especially in the rural area, where the agrarian resources are scantier. With thedevelopment of productive forces and socialist economy, the previous broken bitsmanagement model of rural land, which does not adapt to the demand of agriculturaldevelopment land, has been an obstacle for the economic development of our newcountryside. Hence, we have to develop reasonable use of rural land in order to achieveappropriate scale operation and to improve agricultural labor efficiency and productivity,thus we can truly deepen the reform of rural land system and make breakthrough in newrural economic development.The dissertation mainly analyzes the development process of the rural landcirculation, the main measures adopted by government in the whole process and itsachievement, and also the reasons and its main hidden troubles of rural land circulationin China. In the end, it discusses government functional location and put forward thesuggestion of rural land circulation in our country.Through research, the main problems of rural land circulation include the lack ofcorrect thought among farmers and owners, big conflict between laws and regulations,and many defects in circulation management, which it is hard to protect farmers’ right.While the imperfectness of both macro-and micro-control mechanism, ill developmentof intermediate organizations, the imperfectness of labor force migration mechanism,and the inadequacy of coordinated reforms and socialized service are the main reasonsfor the rural land circulation. Hence the government is recommended to focus its effortson promoting the scientific development, strengthening the macro-and micro-controlsystem, well developing the intermediate organizations, building a long-effectivemechanism in the rural labor force migration and perfecting coordinated reforms andsocialized service in rural land circulation..Overall, the research has certain practical application significance and it will offersome inspiration for transferring dualistic economic structure in urban and rural areas, relieving the Three Rural Issues, and shortening the urban and rural disparities, whichwill provide reference and basis for government to promote the marketization of ruralland circulation, and make relevant policy.
