So, Nanyang testing center as a collection of verification, calibration, testing and inspection for the integration of social public welfare third party calibration, inspection laboratory, how to play the functions of their own advantages, and cause the work and can better adapt to the situation development, improve service quality ceaselessly, make sure to provide society with accurate and reliable testing data, and fully meet customer needs and expectations? This is in testing center before leadership an important question. This research in the Nanyang test center of the quality management system to study, to better solve the above problems creating conditions.The author to the quality management system of the related theory, to review and summarize the quality management system at home and abroad was reviewed the development of theory of process and the present situation, mainly introduces and analyzes our country to widespread adoption of international organization for standardization (ISO)/IEC (the international electrotechnical commission) published in2005by ISO/IEC17025:2005"testing and calibration laboratory ability the General requirements"(ISO/IEC17025:2005"General requirements for the competence of the testing calibration laboratories-"). Aims to set up and run a set of this standard is the basis of the testing laboratory quality management system. And application system analysis, and process optimization theory tools from organization structure, function and process three aspects to research the quality management system. The author found that the test center in the internal quality management is still exists some problems:(1) certificate error ration high, influence the quality of work;(2) equipment failure, reagent standard which high severe waste materials;(3) the customer satisfaction low. Investigate its profound reason is:(1) detection work flow not perfect;(2) equipment management and personnel training system is not sound;(3) operation norm enforcement is poor. These causes the unit management, the overall efficiency of the low cost, high social reputation damaged. This paper presents the improvement scheme can be implemented smoothly and guarantee to improve the effect, achieve improvement goals for the principle, design the quality management system improvement scheme, the general framework; From the management concept, management system and comprehensive security mechanism to improve the three aspects of the implementation of the planning scheme content and the implementation steps; Focus on the equipment management and training of personnel management and improve the activities of the three aspects of the improvement measures; For this unit design the equipment management measures and personnel training strategies and improve activities scheme.
