Along with the continuous advancement of the globalization and the deepening of international technology trade barriers,third-party testing agencies have a further development.As a third-party testing agency,it needs to not only meet the technology and quality management requirements of ISO/IEC 17025 standard,to maintain an effective operation of the whole company,but also needs to improve the quality of its products to meet the customers' needs.How to use modem management methods to achieve these goals is a common problem for domestic small and medium-sized third-party testing agencies.T Company is a third-party testing agency which is established by a well-known domestic pharmaceutical company and a research institution.With the continuous expansion of the testing business,the original quality management system can not withstand the pressure of its growth in actual operation.A series of quality-related problems,such as prolonged testing cycle,low quality of inspection reports,system documentation and actual operation delivers in two ways,they not combines as a whole.Those problems severely restrict the development of T Company.Based on the theory of total quality management,this paper analyzes the current status of T Company's quality management system,combining the characteristic of third-party testing agency,focusing on three key aspects,resources,process,and management,to find the critical problem and reason.On this basis,according to total management theory,process method and requirements of ISO/IEC 17025 standard,this paper delivers a proposal for optimization of T Company,including adjustment of organizational structure,establishing laboratory information management system,optimizing inspect process and resource management,upgrading the quality management system documents,and establishing the corresponding quality assessment regulation and customer management regulation.To maintain theimplementation of the proposal,this paper also establishes a series of measures,in order to meet and exceed customer needs,to improve the testing quality of T Company.At the same time,it also provides reference and experience for small and medium-sized third-party testing institutions to optimize the quality management system,and enriches the practical research on the improvement of third-party testing quality management.
