Human resources is the first resources of economic and social development, female human resources is an important part of the human resources. The females occupy a large share of the workplace in Jinan district. Regarding to current phenomenon of the growing labor shortage, how to fully excavate the potential of female human resources and effectively develop the resources of this part will be of great significance for the private enterprises in Jinan district to solve employment problems and promote self-development.Therefore, the author has selected the female employees of private enterprises in Jinan district as the research object for this paper, trying to start from the gender perspective, viewing on the perspective of human resource management, analyzing the status of female human resources development of private enterprises in Jinan district, seeking the existing reasons and problems, and then to explore the solutions. As a result of this, the innovation of this paper is to start from the special condition of the private enterprises in Jinan district, and explore the problems of female human resources development, and introduce the gender perspective into the research of human resource development of the private enterprises; meanwhile to combine with the background of labor shortages, and explore the solutions from a gender perspective. So as to try provide a little new idea for the solution of the labor shortage problems.Through the methods of literature research and field investigation etc., and on the basis of the study and analysis of the status for the female human resources development of private enterprises in Jinan district, the paper holds the idea that there’s true the existing problems of defects of female human resources development of the private enterprises in Jinan district, which mainly reflects in two aspects:recruitment and promotion. There are many factors that affect the female human resources development of the private enterprises in Jinan district with two major reasons:Firstly, the business decision-makers consider that females will increase the costs of the enterprises based on the human capital theory; secondly, on the basis of stereotypes and cognitive prejudice, the business decision-makers believe that female adaptability, contingency and other aspects are worse than men. In this paper, the author has proposed that the exploration of the specific solution strategies, the formation of a joint force to solve the problem should be done from three levels of society, businesses and individuals, in particular, the article puts forward seven Specific countermeasures:build information database of gender human resource, the recruitment of female employees in appropriate proportion, strengthen staff training of female employees, melt the "glass ceiling", fair salary treatment, special welfare treatment, career development of female employees. Through the study, we hope to promote the private enterprises in Jinan district to reflect the existing problems, try to improve their measures so as to alleviate the pressure of their employments, and promote the development of female human resource as well as healthy and harmonious development of women liberation and regional economies.
