Training of rural labor is a social project and popular project. Training isemphasis,Transfer of employment is the key, Social policy is guarantee. The three organiccontact and positive interaction. Rural storage of huge human resources, the transfer ofemployment is a daunting task. The reality is that rural low labor quality has become a majorrestricting of labor transfer and become "bottleneck" of transfer level. Strengthen the rurallabor force training is a big project for rural development in China in recent years.Considering of being suburbs of Guangzhou city, the transfer of rural labor size and thelevel in Zengcheng City is relatively high. Zengcheng City arranged training and employmentof more than3million special funds average annual in the past three years, but the training ofits workforce participation rate was decreasing year by year, became a major problemrestricting the training. How to improve the training of rural labor force participation, improvethe employability of labor workers, and promote the stability and orderly transfer of rurallabor force, is not only the important issue in local government, but also has importantreference value in labor training for other rural areas.In this paper, the author combined her work practices with the use of literature analysis,comparative study, survey research and expert interviews and other methods, to study theissue of labor force participation enthusiasm in pre-service training of Zengcheng City andanalyze its influencing factors. Then, from government point of view, by learning from theadvanced experience of developed areas at home and abroad and combining the city’seconomic development and the actual situation of the rural labor force, the author proposedcountermeasures and suggestions to improve the rural labor force participation enthusiasm inthe pre-service skills training and the training effectiveness for decision-making reference tothe relevant departments.
