Research On Transfer And Training Of Li Ling Rural Labor Force Problem

The objective of establishing a well-off society in an all-round way has been put forward at the Sixteenth National Congress of the CPC, with clarification that the agriculture, the rural economy and the income of farmers are fundamental issues for economic growth. At present, there's a large amount of labor force in Liling, east Hunan Province, who are in urgent need of transference to urban regions but rarely educated. Hereby the key step is to improve the basic skills and comprehensive quality of the rural labor forces. Hence, how to effectuate the transference and greatly increase their earnings is one of the focus tasks of the government. Although the training on the rural labor force has been extensively implemented recent years, the demand and supply of training couldn't come to a balance for various reasons, and lots of problems emerged during the training process. Thus the study on how to make successful transference is of great significance to the project fulfillment.The main problems and causes are systematically analyzed according to the actual situation of training, through study on the start and development of the rural labor training in Liling, with emphasis on how to enforce the demand & supply of training via policy adjustment and supportive measures. The study shows that the labor training is closely related to the opportunity cost (the unavailable income of peasants and training fee) the peasant can afford, also is much affected by the promotion efforts and supportive policy of the government. As regard to this issue, the government can achieve the market balance by stimulating the demand and extending the supply. The sunshine project, which provides an excellent platform to training for labor transference, arranges the employment through proper training other than the traditional way of recommendation.At the end of the study, the specific solutions to this issue are demonstrated, including changing the view on the training by the principle of employment, and establishing a comprehensive education system for transference training, with purpose to make feasible proposal on policy establishment of the rural society.
