Promoting the development of modern agriculture to make agriculture to a higher grade is main work about agriculture in Zhejiang province. Developing modern agriculture depends first on new farmers who are the ones with knowledge, farming technique and management. However, the average level of education in Zhejiang is only7.9years, below the national average level, The low quality of farmers and the drain of talented rural people are main obstacles to the development of modern agriculture in Zhejiang Therefore, how to cultivate and bring up farmers effectively to adapt to modern agricultural is still an issue in development of modern agriculture in Zhejiang Exploring and researching on the training of farmers have important significance in theory and practice about promoting modern agriculture in Zhejiang.Based on theories of human capital, lifelong education and public management, the paper has presented condition of the farmers training in Zhejiang by analyzing the training initiatives that government has launched and the project organization and operation Then, on the basis of the analysis of questionnaires from the farmers, combined with information from some training institutions,the paper summarized the problems that exist in the farmer’s training For instance, training activities are undersupplied; the content and means of training are unbalance of supply and demand; the result of training is not well; the quality of organizations is in low and support afterward is not enough The author believed that the obstacles of policy and implementation, mainly led to the emerging of those problems. Policy-related barriers were the leak of special legislation, coordination and the well-functioning of management system.The obstacles of implementation were the leak of fund, supervision and expression mechanism on Peasants’demand, the not enough attention the grass-roots governments have pained. At last, depended on the problems in the training of farmers, learned from the experience foreign countries and combining with the situation of Zhejiang, paper proposed suggestions on countermeasures to strengthen the farmer’s training in Zhejiang Province:improving training rules and regulations; perfecting training management system and optimizing the allocation of resources; strengthening the financial and establishing a mechanism of multivariate financial input; strengthening supervise and check; perfecting Long-term motivation system.
