Under the conditions of today’s market economy, performance management is an important tool and means of modern enterprise human resource management. Performance management, whose target is the employee, aims at guiding and improving employee’s performance so as to improve organizational performance in a series of interventions and the implementation of two-way communication activities. These activities are essentially based on an agreement between the organization and the employees.This paper locates in state-owned enterprise performance management problems and countermeasures under the conditions of a market economy. It takes the case of Inner Mongolia Airport VIP Service Corporation, makes an in-depth analysis of state-owned enterprise problems of performance management difficulty which restrict people’s thinking, and provide a solution to solve these problems.This paper overviews the theory of performance management, which clarify the significance and basis of performance management, then analysis the four procedures of performance management and reveals problems that exist in the process of state-owned enterprise performance management, besides,it makes the correlation analysis to identify the source of the problem。Second, by analyzing the special nature of state-owned enterprises, it provides the solution to the problem of state-owned enterprises performance management, namely the establishment of Human-based performance management, and promotes employee performance with the concept of organizational change and career. So the companies must focus on employee’s career management, mobilize the enthusiasm of the staffs, tap the individual potential, and provide the opportunity to build a successful career for every employee.Finally, it takes the case of Inner Mongolia Airport VIP Service Corporation to analyze the company’s issues in performance management, and points out the practical significance of human performance management, and then provides a theoretical guidance and reference for the changes in the performance of state-owned enterprises in China.
