State-owned enterprises are the dominant of the national economy. They have an important responsibility and mission in the process of accelerating economic development transformation mode. After management program or CCAV, for scholars at home and abroad, State-owned enterprises has become a hot issue for the recent years. We always think that innovation is the power of state-owned enterprises, and organizational change is imperative. With the organizational change of state-owned enterprise setting, researching the organizational change characteristics relevant problems, can understand organizational change characteristics, helping enterprises avoid errors, achieving organizational change successfully. Therefore, this study has a certain theoretical and realistic significance.In recent years, there are many researchers studying the theory of organizational change, but the study of state-owned enterprises are rare. Especially, in the background of the reform of state-owned enterprises. Few scholars have used organizational change characteristics dimensions to explore the relationship between organizational change characteristics and organizational performance. This study, with the organizational change of state-owned enterprise setting, pay close attention to organizational change characteristics, used the organization learning as an intermediary variable to find out the influence mechanism.Firstly, on the base of the previous literature review and summary, concluding the definition, theories, dimensions, and related variables. Proposed seven main hypotheses, formed the theoretical research framework. Secondly, modify scales for organizational change characteristics. Through the questionnaire survey, which effectively asked 300 copies and 212 valid questionnaires. Then using SPSS 19.0 for reliability and validity analysis, correlation and regression analysis, and parts of the research hypothesis are adopted. The organizational change characteristics have a significant positive impact on organizational performance. The organizational change characteristics have a significant positive impact on organization learning. The organization learning has a significant positive impact on organizational performance. The organization learning partly mediated the impact of organizational change characteristics and organizational performance. Finally, it describes the findings and conclusions about how to identify the key organizational change characteristics, how to improve the learning ability in state-owned enterprises.
