The new rural social old-age insurance institution likes raging fire. Since September2009the state council takes out the new rural social old-age insurance institution in10%counties and gradually expands the scope. Today, the questions have attracted much more attend, such as the implementation’s effect, the rates and participation and means of perfecting the system.The author analyses the insurance participation and insurance obstacles by statistical analysis software. Based on Maslow’s need-hierarchy and Coleman’s rational choice theory, the author collects relative data by means of documentaries, questionnaire investigation and interview. Finally, the essay proposes some suggestions to perfects the system design and improves the farmers’ participation rate.The research is based on three hypothesizes:firstly, high rate of new rural insurance system, low level of participation. Secondly, farmers are satisfied with the new rural insurance system even it isn’t as good as expected. Thirdly, both external and internal factors have effect on farmers’ participation. The external factor effected obviously. The author has proved hypothesizes:more than90%high rate and low participation, farmers are satisfied with the insurance system even not as good as expected. The internal factors such as education level, martial status and health status, family economic status, pension concepts have an influence on farmers’ participation. The external factors such as subsidies, payment period and central basic pension, family members insurance also have influence on farmers’participation. As to system implementation, the function of pension and collective subsidies are effecting farmers’ participation. Lastly, on the basis of analysis of present situation of participation and obstacles of participation, the author propose some targeted suggestions such as optimizing systematic design, speeding legislation, improving farmers education and incomes, increasing propaganda and establishing various modes of aged-care.
