In recent years, driven by burgeoning economies such like China, Brazil, and India, the global economy stepped into a new round of high speed development, coming along with the serious problems of resource depleted situation and environmental pollution, this is due to the contradiction of infinity demand of resource for economic and social development and the finiteness of nature resource. The global natural mineral resource that was consumed in a accelerate speed could not satisfy the requirement of urban industry and social development; at the mean time, the "Urban Mining" industry had become the new sunrise industry, which is highly valued by western developed countries. China recently has attached more importance to "Urban Mining" industry, authorized several "Urban Mining" industry demonstration base in different cities. As the one of first patch of "Urban Mining" industry demonstration base, Hunan Miluo city has long history and good foundation in "Urban Mining" industry, which has formed to an industrial cluster that has some agglomeration effect and competitive strength. Studying the "Urban Mining" industry cluster can provide some opinions for the development of itself; also to some extent give some reference and suggestion to the development of other "Urban Mining" industry clusters in China.This paper took the outcome of research on population ecology in regional economy at home and abroad as reference, combing with the existing situation of Miluo "Urban Mining" industry cluster, discussed the development of "Urban Mining" industry clusters from the angle of population ecology. Firstly, research the Take the logistic growth model in population ecology for reference to estimate the future development of Miluo "Urban Mining" industry clusters; Supported by "Ecological Niche" in population ecology, create the "Ecological Niche" evaluate model of "Urban Mining" industry clusters, based on specific index numbers, evaluate the "Ecological Niche" of major "Urban Mining" industry clusters in China, to further analyze and compare; Researched on the use of competition, mutual benefit and Lotka-Volterra Equations in "Urban Mining" industry clusters, based on graphic analysis, to perform qualitative investigation, in order to put forward opinions for the development of Miluo "Urban Mining" industry clusters.Given by the outcome of analysis, this paper suggest that the planner of Miluo "Urban Mining" industry cluster should innovate the development thoughts, regenerate the development pattern, to formulate the detailed planning, beginning with the factors in every aspect that influence the "Urban Mining" industry cluster, upgrade the recycling, manufacturing, administering, policies, talents, innovation, infrastructure and every links, in order to make a integrate lifting on integrate function and industrial convergence of Miluo "Urban Mining" industry cluster, and form a mutual beneficial integrity.
