On Telecommunications Supervision In The Construction Of Two Types Society In Hunan Province

With the revolution of information and information technology, the social form has been gradually shifted from the industrial society to an information one. Then the telecommunications industry has become an important industry for the stability of the country’s economic Jeveloprnent and national security. In the context of the integration of key projects of Changsha, Zhuzhou and Xiangtan in Hunan, it is significant to establish users-centered new telecommunications supervision system to fit the development of two types society. It can be conducive to telecommunications market competition, impel the sustainable development of the industry and promote the construction of the CZT national two-oriented pilot area. This paper, based on the in-depth demonstration of the relationship between two types social construction and telecommunications regulation, objectively analyzes the status quo and the problems of establishing telecommunications regulation in Hunan’s two types society and then probes into the reasons for the problems. Combined with the actual situation of our province, the paper puts forward some innovations to build two-type social telecommunications industry regulation:to accelerate the pace of industrial restructuring, to accelerate the triple play, to speed up the implementation of the broadband strategy, to accelerate the development of rural communications, to strengthen the supervision of the communications market, to strengthen communication construction management, and to promote local communications legislation, etc.
