The Development Of China's Telecommunications Industry And Government Regulation

3G is a new industry divided from the telecommunications with the technology development. China 3G licenses have been issued since 2009.The great investment in 3G construction will bring a great economic growth to our county. On one hand,3G industry needs regulations from the government because of its natural monopolization. On the other hand, inappropriate regulations will lead to serious market failure. Therefore, how to regulate the new 3G industry to ensure its healthy development is a great challenge to our government, also it is a hot issue in the theory community..Based on the natural monopolization theory, public interest theory, economics regulation theory and the incentive theory of regulation,this dissertation reviews the history of 3G industry development and current situation of 3G industry regulations. On this basis, the dissertation analyzes 3G industry development and current situations of 3G industry regulations and researches overseas 3G industry development measures and inspirations.In the end, the dissertation proposes countermeasures for china government regulations on 3G industry from the following four aspects:building the legal regulation system;loosening the entrance regulations gradually; enhancing network interconnection regulations and implementing the telecom charges system.it has significant academic and practical meanings undoubtedly to research this brand new issue—3G industry development and government regulations sysmatically using the combination of the theoretical analysis and positive analysis, the combination of qualitative analysis and quantitative analysis as well as the comparative analysis.
