The Evaluation Of Comprehensive Efficiency Of Land In Baoji City

As the synthesis of nature and economy, land played an important role in the process ofsocial and economic development, but the conflict intensity between land utilization andeconomic development increased with the time. Thus, scientifically and reasonably evaluatethe current situation of land utilization was meaningful, which could provide the theoreticalbasis for adjust industrial distribution and improve the comprehensive efficiency of landresources.In the paper, we chose Baoji city as the research object, selected the data from2000to2009, and analyzed its current situation. First, we built the evaluation system ofcomprehensive efficiency of land utilization, which was made up of economic, social andecological efficiency. The system contained22evaluation indicators. Then, we used theAnalytic Hierarchy Process (AHP) and Entropy method to decide the weight of each indicatorand through the Cobb-Douglas production function we calculated the economic output of land.Finally, we analyzed the change of comprehensive efficiency in Baoji city and developmentlevel of economic, social and ecological efficiency through the coordination model.The major results were:1. The economic efficiency of land utilization increased with the time. The efficiencykeeps low from2000to2003, and start to increase in2004. In2009, the efficiency reached tothe highest point0.86, it increased by79.17%in the past decade. Production value perconstruction land and land utilization ratio greatly contribute to the economic efficiency ofland utilization, and the weights of them were0.1803and0.1790respectively. The averageeconomic growth per construction land and cultivated land were37.89%and12.28%respectively, and the average expansion rate of construction land was13.98%. Those showedthat the expansion rate maybe the most important factor to influence the economic efficiencyof land utilization in Baoji city.2. The social efficiency of land utilization growth slowly, the efficiency level was low,and in2009it reached to the highest point0.51. Those demonstrated that the urbanization rateof Baoji was low, a big difference between the rural and urban resident’s income was existing,and the rural surplus labor force was not effectively transferred.3. The ecological efficiency of land utilization growth slowly, the efficiency level was low, and it increased0.39in total from2000to2009. Cultivated land area per capita andattainment rate of the industrial waste water greatly contribute to the ecological efficiency ofland utilization, and the weights of them were0.2603and0.2152respectively. Thoseindicated that in the process of industrialization and urbanization, numbers of cultivated landturned to construction land, resulted in the problem of environment protection and foodsupply.4. The comprehensive efficiency showed the rising trend in the past decade, the level waslow and close to stable among these years. The degree of coordination between economicefficiency, social efficiency, ecological efficiency and comprehensive efficiency increasedgradually, and the degree between economic efficiency and comprehensive efficiency washigher than the other two. The level of social efficiency of land utilization was low, althoughit was highly coordinate to the level of comprehensive efficiency, but those two were in lowlevel.
