Research On The Poverty Problems Major Grain-producing Areas In China

Since the reform and opening up,under the joint efforts of the whole Party and the whole society,China has successfully solved the problem of food and clothing for hundreds of millions of rural poor people,and has become the world's most populous country.However,the problem of poverty is still the most prominent "short board" in the current economic and social development in china.The major grain producing areas is an important guarantee area for China's food security,made a huge contribution to ensure national food security and grain production task.In the rapid development of industrialization and urbanization in the background,the major grain producing areas facing major grain producing counties and economic weak county,finance poor county "predicament,the major grain producing areas of poverty is very prominent,bring risks to national food security.Poor governance,comprehensive poverty problem seriously and discusses the major grain producing areas,not only is the inherent requirement of economic and social development of grain producing counties,and is of great significance to the "13th Five-Year" period,the completion of a comprehensive well-off society and summary of China's major grain producing areas of poverty regional distribution and regularity,grasp and analysis of the status and characteristics of the main grain products,poor classification of major grain producing areas of the scientific division of poverty and summarize their characteristics,reveal the main causes of poor grain producing areas of poverty,design and construction of anti poverty control mechanism in major grain producing areas,and put forward poverty alleviation and corresponding countermeasures accordingly,to ensure national food security,promote the coordinated development of the region,and plays an important role in the full realization of well-off society.The main contents of this study include:Concept definition and theoretical analysis.The first of the and opening of China's major grain producing areas of poverty regional distribution changes,and then build the grain fiscal consistency index(CGR)and grain income consistency index(CGI)of China's grain producing areas of fiscal revenue,changes of farmers' income and grain production and the relationship between Heilongjiang province and Jiangsu Province as an example of comparative analysis,summarizes the coupling rules of grain producing areas of the distribution of poverty,and then analyzed from the local finance income and rural production and living standards of the poverty situation of the main producing areas,summed up the focus and the difficulty of poverty alleviation of poverty and its characteristics of concealment,poverty persistence and distribution of poverty in the poverty.Analysis of regional differences of poverty and the causes of poverty in major grain producing areas.According to the characteristics of the major grain producing areas of poverty,establish the selection index to reflect the characteristics of the main producing areas of poverty evaluation index system;then the index system is the main factor extracted using factor producing areas of interest,strengthen the construction of infrastructure in major grain producing areas etc..The main conclusions include:(1)The distribution of food production and poverty presents a mainly from social investment,the poor peasants are mainly from the low level of investment in education;(5)On the basis of the above analysis,this paper puts forward the system design and mechanism innovation of poverty alleviation in the main grain producing areas,and puts forward some corresponding countermeasures and suggestions.The comprehensive study adopts the methods of literature research,spatial analysis,quantitative analysis method,system analysis and research,research in constructing the CGR and the CGI index of grain production and the main producing areas of poverty,the coupling relation between using factor analysis and cluster analysis methods in major grain producing areas of the regional division,the use of panel type regression analysis of different types of poverty and other aspects of innovative,of course,the difficulty of obtaining data,index selection restrictions and other factors,this research also has many deficiencies,and these contents will also become the next research direction.
