Construction of power transmission and transformation project is the core business of power companies. The post-evaluation of investment progress in transmission and transformation projects is instructive to the follow-up investment of power companies. The preliminary work of power transmission and transfomation project is the early stage of construction and is an intellectual input, the quality of which fundamentally determines the success of the project. The operation process is the stage where effectiveness works, and the project operating results and operating level of which play an important role in security and stability of the power grid. As a result, the study on preliminary work and operation performance of power transmission and transformation project is of strong theoretical and practical value.First of all, reviewed the domestic and international study on transmission and transformation project post-evaluation and analyzed the defects of the current work on the pre-stage and operation sectors. For the management status of the preliminary work, indicators to reflect the weak sectors in the early part of the power transmission and transformation project were selected to set up the evaluation system; for the impact of power transmission and transformation project on the grid after being put into operation, post-evaluation indicator system was constructed from the perspective of the system; on this basis, illustrated the meaning and methods of computation of the various indicators related to the two systems mentioned above and a case was employed to verify the post-evaluation of the preliminary work.Considering increased electrical energy supply as a key indicator in post-evaluation of new power transmission and transformation project, the result has a great influence on efficiency evaluation about new added load on the grid. In this paper, compared the shortages between the previous calculation methods of increased electrical energy supply, from the engineering practice view, redefined the meaning of increased electrical energy supply and divided different types of public network transmission projects. Based on this, a new way to divide the area of influence about increased electrical energy supply was put forward and a novel principal to divide the increased electrical energy supply area was proposed which takes into account power plant attributes and grid-connected relationship between the power transmission and transformation project to make the calculation process standardization.Then, applied indicator sorting AHP weight selecting method to eliminates the difficulties of the consistency check. Considering the situation of optimum non-interval points, the elementary correlation function based on lateral distance was introduced as well as the concept of maximum correlation to construct an improved matter-element evaluation model for the post-evaluation of production and operation.Finally, a case was employed with a500-kilovolt power transmission and transformation project to illustrate the rationality of the post-evaluation indicator system about operation as well as the effectiveness of the improved matter-element post-evaluation method.It was verified that correlation function value in the real domain extension set could illustrate the operation conditions after the project being put into operation, could reflect the ownership of project operation level and could mirror the overall level of engineering production and operation.
