| With the widespread application of PPPs in various fields of our country,the performance evaluation of PPP project has been paid more and more attention.Performance evaluation is an indispensable part of the project’s cycle.The performance evaluation of PPP project can improve the efficiency of it’s policy decision,construction and operation,which is of great value for the implementation of the subsequent PPP project.The waste-to-energy technology is to burn the garbage at high temperature to make the toxic substances fully burned and decomposed.The process of producing a large number of high-temperature flue gas can be recovered after the use of waste heat boiler recovery,in order to get hot steam with higher temperature and pressure.Using the generator set to convert it into electrical energy,and ultimately to achieve waste disposal and waste recycling.Good garbage disposal effect and environmental protection benefit make it be popularized all over the world.The application of the PPPs in the waste-to-energy project can effectively alleviate the government’s financial pressure and improve the management level of waste disposal.At the same time,due to the lack of uniform industry implementation standards and the project characteristics and technical difficulties constraints,there are some failure cases appeared in China’s waste-to-energy PPP project.In order to improve the project success rate and summarize the experience so as to be able to carry out more efficient promotion,research on performance evaluation of waste-to-energy PPP project is particularly important.Based on the literature review and data query,this paper constructs the performance evaluation index system of waste project of waste-to-energy based on the key success factors of the project,and uses the fuzzy comprehensive evaluation method to establish the performance evaluation model In the evaluation,the entropy weight method is used to determine the index weight,and the triangular membership function is used to calculate the fuzzy value of the index value.Finally,through the evaluation of the actual implementation of specific projects,it is proved that the performance evaluation index system and the performance evaluation model are effective and practical. |
