Research On Cost-based Comprehensive Planning Management Evaluation Systems Of Grid Companies

Comprehensive plan is the enterprise’s annual operating plan, which is under the guidance of the corporation’s strategy and fully considering the internal and external constraints, determined by the arrangement of enterprise business objectives and to achieve the goal of the year. Comprehensive planning leads the objectives and programe of the enterprise’s work, and is the effective means of strengthening intensive management and the fine process control. It is also an important initiative to improve the internal control system and the effectiveness and efficiency of enterprise, and to promote sustainable development of enterprise. This study is based on a comprehensive planning and cost management investigation of domestic large power grid enterprises.In this paper we first analyzed the current status of comprehensive planning management and cost management of grid enterprises in China according to the large amounts of survey data, and pointed out the existing problems in real work. Through the deepenning analyze of China’s grid enterprise’s comprehensive plans, and combining cost management method, a comprehensive cost-based management planning process was designed. Then under the guidance of a number of principles such as comprehensive and effective operation of the system, combined with the integrated design of power grid enterprise project management, we built a comprehensive planning management evaluation system of the grid enterprises including following five aspects:grid construction, marketing services, business operation, production safety, and personnel and research. And finnally a grid company was taken as an example, the entropy-based fuzzy comprehensive evaluation method was used to evaluate the performance of this grid enterprise. Case study shows that the evaluation method we propsed here is effective to illustrate the performance of grid enterprises’ comprehensive planning management process.
