The transfer of rural labor forces to non-agricultural sectors and towns is theobjective demand for the development of modern agriculture in China, as well as thereflection of the farmers’ subjective desire for getting rid of the poverty and becomingbetter off. However, with the rapid rise in the economic and technological levels,non-agricultural industry requires increasingly high for the quality of labor forces. Asa result, the rural labor forces with low cultural quality and in lack of skills find itdifficult to take a job effectively as well as a “bottleneck” for restricting the farmersfrom increasing their incomes and reasonable and orderly transfer of surplus rurallabor forces.In this paper, Sha County in Fujian is taken as an example. The analysis on thestatus quo of Sha County rural educational training and features of transfer of rurallabor forces is conducted wholly and locally; On the basis of the study on the relationsbetween rural educational training and transfer of rural labor forces, the empiricalanalysis is carried out with the questionnaire survey and multivariate logisticregression model. The results of the analysis show that the degree of education hassignificant influence on transferring time, place, industry and monthly income of rurallabor forces. With the enhancement of degree of education, the rural labor forcesshow a preference to long-term and distant transfer and promisingly get higherincome. Additionally, the acceptance of non-agricultural skills training also exertsprominent influence on transferring place and industry as well as monthly income ofrural labor forces. Rural labor forces, having accepted training and owned some skill,hold a preference to transferring to distant place and working in the industry theirtraining concerns, and enjoy a much higher monthly income.In the conclusion part, combined with the analysis on the status quo of input inrural educational training and transfer of rural labor forces in Sha County, it is furtherrevealed that rural educational training is the most crucial factor influencing thetransfer of rural labor forces, based on which the policy proposals on intensifying theeducational training to facilitate the transfer of rural labor forces is set forth.
